And people need to realize/remember that the Red Cross had nothing to do with either the Superdome or the Astrodome as "shelters" - and I think that included the Convention Center as well.
I just got back from further training today and was talking with the instructor. She said there were 27 shelter setup the Saturday before the storm hit and she was called to go down. BEFORE. Only 6,000 people showed up to them and two shelters had to be further moved out of the storm surge area to be sure.
I'll ask the instructor a bunch of questions and post it on my LJ but they have their crap together - it was a screwup of the government. And I will have data to back that up in my post. ;)
